Note what the information says about being upwind from the hazard, then note what the medical effects are of being contaminated with DU. It would appear the medical effects are "medically significant", something well-known to the NRC, Aberdeen and the Department of Defense as early as 1966, 25 years prior to its first use in combat during the Gulf War.
